Commission Rules
Define eligibility criteria and commission tiers. Global rule applies to all staff. Individual rules override global for specific staff members.
How it works:
1. Count eligibility — staff must hit the count % threshold to qualify for any commission
2. MRC tiers — once eligible, MRC achievement determines the commission % slab
3. Commission = MRC achieved × tier %
4. Priority — individual rule overrides global rule for that person & month range
